Refurbished laptops come from a number of different sources, including businesses that trade in their old laptops, and consumers returning systems either because they decided they didn't want them or because there was a serious defect.

"Microsoft refurbishers mostly work with enterprise equipment, but even though the laptop started out as enterprise, you get it at the consumer price," said Willie Cade, founder and CEO of PC Rebuilders and Recyclers, a Microsoft Authorized Refurbisher (MAR). "If it's for work, shopping, email and other basic tech uses, refurbished is absolutely the way to go."

However, the basic process of buying a laptop is the same no matter what type of machine you're looking for. To buy a laptop:

As for selecting a manufacturer, research firm Gartner reports that the top three in terms of U.S. market share in the first quarter of 2022 were Dell, HP, and Lenovo. But you don't necessarily have to choose one of these brands; configuring a computer to meet your needs and budget is much more important than which company makes it. If you want a computer that runs macOS rather than a Windows laptop, Apple is your only choice of manufacturer.

Carry the laptop around for a few minutes and make sure it isn't too heavy or too big.

The report calculates that the price of an average laptop would rise roughly $120 if the proposed tariffs were enacted, pushing the average laptop cost to over $600 for U.S. consumers. As a result of the tariffs, laptop and tablet purchases would decline by 35 percent, according to the report. Manufacturing in Vietnam, Taiwan, and Mexico would be the biggest beneficiary of what would be a major salvo in the U.S.-China trade war, and in fact the Taiwanese tech industry is apparently already feeling the effects of the proposed tariffs.

The accuracy of the report's findings could be put to the test when and if the administration goes through with the tariffs, but one of its conclusions would still seem indisputable: Despite the tariffs, China would remain the largest importer of laptops and tablets into the U.S., commanding 80 percent of the market. The Chinese economy would definitely be hurt by the proposed tariffs, but it seems like the wallets of American consumers looking to buy a new laptop could be hurt just as much.
